Notice on Gathering and Reporting Local Websites Disclosing Information About Administrative Licenses and Administrative Punishments
To all units leading the work of social credit construction in provinces, autonomous regions, municipalities directly controlled by the central government, and in the Xinjiang Production and Construction Corps:
In order to implement the requirement of “online disclosure of information about administrative licenses and administrative punishments within 7 work days of their decision” (hereinafter referred to as the ‘dual disclosure’) posed by the State Council Opinion on Using Big Data to Strengthen Service to and the Supervision of Market Subjects (Guofaban no. 51 ), and by the Guiding Guiding Opinions of the State Council on Establishing and Improving a System of Joint Incentives for Those Who Maintain Trust and Joint Punishments for Those Who Breach Trust and Accelerating the Construction of a Social Credit System (Guofa no. 33 ); intesify the the online statitical monitoring of the status of the ‘dual disclosure’ in all areas; improve the level of open government information, an online monitoring of the ‘dual disclosure’ by all areas will now be conducted by relying on the urban system credit monitoring and warning system.
All provincial-level units leading the work of social credit construction are hereby asked to gather and provide to our department the addresses of provincial level governments’ web portals or credit web portals providing information on the ‘dual disclosure’, as well as the addresses of all prefecture-level cities (districts) web portals or credit web portals before February 12.
