Strengthen the construction of a Social Integrity System from the institutional system

The construction of a social integrity system is a complex systemic project. At present, in our society there are many social unhealthy phenomena such as economic disputes, telecommunications fraud, indifference for human feelings, and lack of trust, and one of the important reasons lies in problems in the construction of the integrity system. It is not difficult to understand that the construction of an integrity system in the process of social governance is particularly important. It should start with the institutional system, and earnestly strengthen a social integrity system [based on] honesty and the keeping of promises, observance of morality and customs.
Establish a black list system in key areas. Some of the key areas that are closely related to production and to the lives of the people, such as government affairs, business, the welfare of society and public trust in the judiciary, are the barometer of the integrity of the whole society, and they reflect the merits and the drawbacks of the social integrity system. Breaches of trust in these key areas should be included on the blacklist and disclosed to society. With respect to government affairs, the key is to start from the management of civil servants’ integrity and improve the government’s credibility by establishing a blacklist system. With respect to business integrity, the focus should be on the production of negative credit records in safety production, and records of breaches of trust in safety production by enterprises or individuals, and their inclusion on the blacklist on the basis of the seriousness of the circumstances or the instances of breaches of trust. With respect to integrity in the welfare of society, credit construction should be strengthened in education, culture, sports, health and other fields. A comprehensive black list system should established in old-age insurance, charitable assistance, welfare lottery. With respect to public trust in the judiciary, we should focus on establishing and perfecting the system of integrity pledges of practitioners, and regulating integrity in the professional conduct of lawyers, notaries, legal aid personnel, and forensic personnel.
Construct a system of integrity education and a culture of integrity. An important reason for all the forms of lack of trust existing in society, and for the low degree of trust among persons, especially between strangers, additional to individual low quality is the weakness of an integrity culture, the thinness of an atmosphere of integrity, which leads some persons and some industries to disregard the construction of integrity, as well as the sense of shame for dishonesty. Therefore, we should strengthen integrity education and the construction of a culture of integrity, in order to form a good atmosphere that reveres integrity in the entire society. A system of integrity education should be established, focusing on institutions, enterprises, schools, communities and families and other groups to strengthen social ethics, professional ethics, family virtues and personal moral education. To construct a system to make integrity education more attractive, one should rely on the television, radio, newspapers, the internet and other modern media, strengthen the guiding role of propaganda, and actively promote industry models of honesty and trustworthiness. In society, the traditional culture of “truth and beauty”, and abandoning evil should be promoted, and topical activities to enhance integrity should be conducted in all industries, to produce a social atmosphere of integrity and harmony.
Implement a system to interconnect credit information. As features of the age of information, electronic technology and the Internet can establish the integrity of individual and organizations through digitalization, to realize the electronic storage of credit records. The construction of informatization is the basic project interconnecting credit information. It can effectively promote the exchange of credit information between individuals and organizations, raising awareness about honesty and integrity. An industry credit information database should be established in major industries related to the welfare of the people, such as foods and drugs, the medical and health care industry, environmental protection, safety production. Big data, the “Internet +” and other advanced electronic technologies are to be used in accordance with the law, to interconnects credit information databases about major industries, and share resources. Strengthen credit records for major industries important for the welfare of the people, as well as the management of credit records for their personnel. Compile a unified list to share credit information, and gradually establish a platform open to society, where credit information can be queried free of charge. Actively explore the construction of a credit platform, data integration and sharing, the use of credit records and other credit systems, and establish a system of social supervision of credit within industrial sectors.
Improve a system of credit rewards for individuals and organizations. Uphold the principle of combining rewards for individual trustworthiness and punishments for breaches of trust, and guide the people to be honest and keep promises, observe morality and customs through a variety of reward and punishment mechanisms .Rewards are important, but punishments are more important. Generally speaking, the degree of punishment is proportional to the cost of personal dishonesty. The heavier the punishment, the higher the cost of breaching trust. Therefore, increasing punishments for breaches of trust and forming a deterrent force, can effectively reduce dishonest behavior from individuals and organizations. The humanistic quality of all citizens must be raised, good faith and honor must be advocated for in the whole of society, and shameful social customs must be discredited. Personal credit records in economic and social activities must be improved, taking as a focus key groups such as civil servants, medical personnel, scientific research workers, lawyers, teachers, tour guides, the legal representatives of enterprises, news and insurance brokers. Actively promote the use of professional credit report, guide the construction of professional ethics and behavioral norms. Establish a dynamic tracking system for the integrity behavior of focus groups in the entire society, and use the blacklist as an important method to punish breaches of trust, so that persons who breach trust pay the price of their behavior.
