China Electricity Council:

  Your “Request for Instruction on Conducting Work Related to the Construction of a Credit System in the Power Industry (China Electricity Council Inquiry no. 141 [2917])” has been received.

After consultation with the National Energy Administration our Letter of Reply is as follows.

I. Actively support the industry association in conducting the work of constructing the credit system in the electric power industry.

As a self-regulating and self-governing organization, the industry association is a major for in promoting the construction of the credit system in the industry.The China Electricity Council (hereinafter referred to as the CEC) has carried out an enormous work in constructing the credit system in the electric power industry, obtaining definited results, and it has a good work basis.In accordance with the principle of constructing a social credit system that is “driven by the government and constructed together by society” our Commission shall bring into full play the work advantages of the CEC, and accelerate the construction of a credit system in the electric power industry in coordination with government departments.

II. It is agreed that the CEC becomes the unit to which market subjects in the electric power industry shall report and share relevant information.

In order to strengthen the work of reporting by market subjects in the electric power industry, increase checks on information on record, promote th regulated operation of the electric power market, on the basis of avoiding increased the burden on market subjects, it is agreed that the CEC becomes the unit where market subjects in the electric power industry shall report and share relevant information, and that electric power trading institutions at all levels, and market subjects cooperate in relevant work. The CEC and third party credit rating institutions must strengthen the management of information on record, accelerate the construction of a credit information platform for the electric power industry in accordance with the principle of “reciprocal inclusion, reciprocal support”, do a good work of collecting information from the respective credit information platform and the National Credit Information Sharing Platform, while at the same time strengthen protection on the information security of market subjects.

III. Cooperate with government departments in strengthening the management of the list of subjects of joint incentives for maintaining trust, and joint punishments for breaches of trust.

The CEC shall actively cooperate with government departments to create the system of the list of subject of joint incentives for maintaining trust, and joint punishments for breaches of trust, improve the standards for collecting, aggregating, and publishing the list, and standardize its work procedures. Our Commission shall give full play to the role of the CEC, and initially the CEC may be responsible for the work of aggregating and publishing the list.

IV. Promote industry standards to standardize credit rating in the electric power industry.

In order to promote the standardization of credit rating in the electric power industry, and to reinforce the constraint of social credit through the implementation of credit rating, the inclusion of credit rating indicators for the electrical power industry in official unified industry standards is supported. The CEC and relevant units must, in accordance with the spirit of the electric power system reform and relevant regulations and requirements on the work of credit rating by government departments, fully solicit the opinions of market subjects in the electrical power industry, and promote the issuance of credit rating indicators for the electric power industry.As an industry association, the CEC should not charge any fees for credit rating.

V. Solidly Conducting Work in Accordance With the Rules.

With respect to the entrusted matters, the CEC should increase its engagement, strengthen its organization, and conduct work in accordance with relevant stipulations and demands, promoting the uninterrupted improvement in the construction of a credit system in the electric power industry. It must emphasize coordination and cooperation with relevant units, achieve a complementarity among respective strengths, and form a work cooperation.Circumstances and issues arising during work must be promptly reported to Our Commission.
