Notice on Further Performing Well the Work of Returning, Checking and Correcting Errors in Information in the Unified Social Credit Number for Legal Persons and Other Organizations

To all provinces, autonomous regions, municipalities directly under the central government, the development and reform commission of the Xinjiang Production and Construction Corps, offices of the State Commission Office for Public Sector Reform, civil affairs bureaus (offices), departments for industry and commerce, the State Bureau of Quality and Technical Supervision, the Beijing, and the Jiangsu Commission for Economy and Informatization, the Jilin, and the Hainan Financial Office:

  In order to carry out the spirit of the State Council Notice Approving and Transmitting the General Plan of the National Development and Reform Commission and Other Agencies on Using the Unified Social Credit Number for Legal Persons and Other Organizations (State Council Document no. 33 [2015]), perform well the work of returning, checking and correcting errors in information in the unified social credit number for legal persons and other organizations, the following relevant matters are hereby notified to you:

  1. Earnestly complete the work of sharing and returning information on the unified social credit number. Relevant departments responsible for managing registration shall ensure the integrity, timeliness and accuracy of necessary information on the unified social credit number that is shared and returned. In terms of completeness, it is necessary that departments responsible for managing registration share and return a total of 22 items in the necessary fields of the unified social credit number. Among these, departments for industry and commerce shall share and return a minimum of 18 fields; civil affairs departments shall provide 18 fields where their professional systems have been completed, or they shall share the maximum possible number of fields where their professional systems have not been completed; institutions for public sector reform shall share and return 8 fields on institutions, and on the personnel of institutions they directly manage, while 11 fields should be shared and returned on service units (See the Appendix for details)In terms of timeliness, all concerned departments responsible for managing registration shall speed up the pace of informatization, optimize the information registration management system, reduce intermediary links in the circulation of information, strive to share and return information in real time after registration has been completed. In terms of accuracy, all concerned departments responsible for managing registration shall ensure that necessary information that is shared and returned be true, standardized, effective, and that false information be promptly corrected.

  2. Establish a mechanism to check and correct errors in the unified social credit number. Departments responsible for the administration of organization codes shall, in conjunction with departments responsible for managing registration, establish a mechanism to check and correct errors in the unified social credit number whereby ‘he who assigns the code corrects the error’. Departments responsible for the administration of organization codes shall feedback to departments responsible for managing registration duplicate or mistaken numbers discovered during their daily checks, and they shall do so within the same day. Departments responsible for managing registration shall, upon receiving the issue, promptly finish the work of correcting errors, and return the corrected information (information corrected by public sector reform departments shall be returned by the State Commission Office for Public Sector Reform).

  3. Establish a monthly reporting system on information in the unified social credit code.The National Development and Reform Commission shall, in conjunction with departments responsible for the administration of organization codes, regularly notify the integrity, accuracy, and timeliness of information in the unified social credit number, as well as information on the status of duplicate or mistaken numbers, and the timeliness of correction through a “Monthly Report on the Unified Social Credit Number”, to departments responsible for managing registration. Leading departments in the construction of a social credit system in all areas, in conjunction with departments responsible for managing registration shall regularly supervise and inspect the work of sharing, returning, and correcting mistaken information in the unified social credit number.

  4. Bring into play the role of the unified social credit number in the construction of credit. Leading departments in the construction of a social credit system in all provinces (districts, municipalities) must strengthen coordinated guidance on information sharing and return, and in checking and correcting errors in the unified social credit number. They shall, in conjunction with relevant departments, establish a unified social credit code information base, and mapping relationship between information sharing platforms of all local areas, to make the unified social credit system number become the main communication indicator of public credit information related to a subject, and to promote the shared use of public credit information about legal persons and other organizations by all departments.
