Agreeing to Adjusting the Responsibilities and Member Units of the Inter-Ministerial Joint Conference on the Construction of a Social Credit System

Your “Request for instruction on adjusting the system of the inter-ministerial Joint Conference on the Construction of a Social Credit System (Fagai Caijin (2012) No. 1014) has been received.

It is hereby replied as follows:

We agree to adjusting the member units and main responsibilities of the Inter-Ministerial Joint Conference on the Construction of a Social Credit System (hereinafter referred to as the Joint Conference).

(i) The leading units of the Joint Conference shall be the National Development Reform Commission, the People’s Bank. The Convenors shall be the President of the National Development Reform Commission and the Governor of the People’s Bank.

(ii) Member units are augmented by the addition of the: Central Discipline Inspection Commission, Central Propaganda Department, Central Political-Legal Committee, Central Committee for Spiritual Civilization, The Supreme Court and Procuratorate, the Ministry of Education, the Ministry of Supervision, the Ministry of Civil Affairs, the Ministry of Justice, the Ministry of Finance, the Ministry of Agriculture, the Ministry of Culture, the Ministry of Health, the Corruption Prevention Bureau, the Civil Service Bureau, the Intellectual Property Office, and the Food and Drug Administration.

(iii) The main responsibilities of the Joint Conference are adjusted by adding the following: promoting government’s integrity, business integrity, social integrity and the construction of judicial credibility, promoting credit standards and the establishment of joint technical norms; coordinating and promoting the integration and exchange of government credit information resources, establishing and perfecting a credit system for the whole of society, promoting the openness and use of credit information, guiding the construction of local and industry credit systems, advancing pilot areas area and key areas where conditions exist; coordinating and promoting the construction of a credit culture and the propaganda work of good faith, and other matters assigned by the State Council.

The Joint Conference does not use its own seal, does not issue official documents. Please organize and conduct work in accordance with the spirit of relevant documents.

From the date of this reply, the State Council Reply Agreeing to Adjusting the Responsibilities and Member Units of the Inter-ministerial Joint Conference on the Construction of a Social Credit System (Guohan (2008) no. 101) is no longer effective.

The Inter-ministerial Joint Conference System on the Construction of a Social Credit System

In order to implement the spirit of VI Plenum of the XVII Central Committee and the 176th Meeting of the Standing Committee of the State Council, we should promote the construction of the Social Credit system, and, with the approval of the State Council, establish an Inter-ministerial Joint Conference System led by the National Development and Reform Commission and the People’s Bank.

I. Main Responsibilities

Under the leadership of the State Council, the Joint Conference shall perform the following duties:

(i) coordinating the construction of the social credit system, promoting integrity in government affairs, integrity in business transactions, integrity in society and public trust in the judiciary.

(ii) Researching and developing medium and long-term plans on the construction of the social credit system.

(iii) Conducting thematic studies on the major issues in the construction of a social credit system.

(iv) Promoting and participating to the formulation of laws and regulations related to the construction of a social credit system, and promoting the establishment of credit standards and joint technical specifications.

(v) Promoting the integration and exchange of government credit information resources, to establish and perfect a credit system covering the whole society, and promoting the openness and use of credit information.

(vi) Strengthening communication and coordination with local people’s governments, to guide the construction of local and industry credit system, and advancing the pilot areas where conditions exist and experiments in major areas.

(vii) Directing, supervising and inspecting the implementation of relevant policy measures.

(viii) Promoting the construction of a credit culture and the work of propaganda on integrity.

(ix) Undertaking other matters assigned by the State Council.

II. Member Units

The joint Meeting consists of the: Central Discipline Inspection Commission, Central Propaganda Department, Central Political-Legal Committee, Commitee for Spiritual Civilization, National Development and Reform Commission, Ministry of Education, Ministry of Industry and Informatization, Ministry of Public Security, Supervision Bureau, Ministry of Civil Affairs, Ministry of Justice, Ministry of Finance, Human Resources and Social Security Department, Ministry of Environmental Protection, Housing, Urban and Rural Construction, Ministry of Agriculture, Ministry of Commerce, Ministry of Culture, Ministry of Health, People’s Bank, General Administration of Customs, Taxation Administration, SAIC, AQSIQ, intellectual Property Office, Corruption Prevention Bureau, Legal Affairs Office, Food and Drug Administration Bureau, Foreign Exchange Bureau, the Supreme Court, Supreme Procuratorate, for a total of 35 ministries and units. Its leading units are the National Development and Reform Commission and the People’s Bank.

The Convenors of the Joint Conference are the Director of the National Development and Reform and the Governor of the People’s Bank, a deputy director of the National Development and Reform Commission and a deputy governor of the People’s Bank as the convenor’s assistants.Where members of the Joint Conference must change due to changes in their work, they are nominated by the Unit and confirmed by the Joint Conference.

III. Rules of Work

The Joint Conference shall be chaired by the Convenor or the Convenor’s assistants, and shall make clear the agenda items through meeting minutes, with the consent of the participating units, and by the State Council.According to the needs of the work, the Joint Conference may invite other departments to take part to relevant work.

IV. Working institutions and responsibilities

The Joint Conference is located in the National Development and Reform Commission, and the People’s Bank, which are primarily responsible for the organization, liaison and coordination of the Joint Conference. It studies issues proposed by the Joint Conference on the basis of motions by the Convenor or opinions by member units. It summarizes and informs member units of relevant work situations. It coordinates and supervises the implementation of duties of member units and the implementations of items decided by the Joint Conference. It fulfils other tasks assigned by the Joint Conference. The Joint Conference shall be composed of liaison officers from the relevant departments of member units.

V. Work Requirements

Member units must unify the understanding, according to the division of responsibilities, actively study matters related to the construction of a Social Credit System, actively participate to the Joint Conference, earnestly implement work tasks arranged by the Joint Conference.Communication and cooperation and information sharing shall be strengthened, support should be mutual, and a good job in the construction of Social Credit system shall earnestly be done.

The people’s governments in each province, autonomous region and municipality shall establish effective information communication and coordination mechanisms with the Joint Conference.
